Recently, Sand and Gravel Aggregate Network learned from the Ruian Municipal People's Government that Ruian, Wenzhou, Zhejiang Province, plans to transfer two parcels of ordinary building stone totaling approximately 98 million tons. These two stone quarries are located in Beilong Fenghuangtou Village and Beilong Shangganshan Village, respectively, with starting bid prices of 31.66 yuan/ton and 30.23 yuan/ton, and total resources of 75.92 million tons and 21.9173 million tons, respectively. The total starting bid is approximately 3.067 billion yuan.

Project Background: The two quarry projects being transferred include surplus ordinary building stone from Beilong Fenghuangtou Village and Beilong Shangganshan Village. The starting bid price for the stone from Beilong Fenghuangtou Village is 31.66 yuan/ton, with a resource volume of 75.92 million tons, including 71.2269 million tons of building stone (moderately weathered rock) and 4.6931 million tons of overburden (strongly weathered rock, Quaternary residual slope deposits, and alluvial deposits). The starting bid price for stone from Beilong Shangganshan is 30.23 yuan/ton, with a resource volume of 21.9173 million tons, including 18.1319 million tons of construction stone (moderately weathered rock) and 3.7854 million tons of overburden.

Project Progress and Outlook: After the auction, the successful bidder must commence stone disposal within 30 days of signing the contract, with the disposal period not exceeding 20 years. The comprehensive unit price for the project transfer includes a mining cost of 10.5 yuan/ton. The successful bidder must submit a one-month supply plan to the transferor 30 days in advance, and the supply plan must not exceed the maximum monthly mining capacity of the mining party. The stone delivery location is the island wharf where the mining area is located. The successful bidder must cooperate in the supply and disposal work and coordinate the supply plan with the transferor.

Payment and Settlement Method

The auction proceeds are payable in two parts:

1. The price, calculated based on the auction price minus a mining fee of RMB 10.5 per ton, will be paid to the transferor's designated account. The successful bidder shall complete the payment within two weeks of receiving the payment notice from the transferor after the contract is signed.

2. The mining fee of RMB 10.5 per ton shall be paid to the designated mining company's account within two weeks of receiving the payment notice. The transferor will issue non-tax invoices for the amount paid.

The maximum delivery quantity shall not exceed the amount of stone corresponding to the paid amount. Settlement will be based on the actual quantity after disposal, with refunds for overpayments and additional payments for underpayments.
